What's the error message? Maybe your computer can't run the new version:confused:

Did you try downloading it from a 3rd party site like Cnet or Softpedia?

Check your internet options in your CP and put the securit level at its lowest. Reset your configurations for IE. You might have download content disabled along with ActiveX and the Java plugin.

Try using IDM or Free Download Manager. Using Major Geeks or Download.com to download Direct X should work as well.

Try this: http://download.microsoft.com/download/8/4/A/84A35BF1-DAFE-4AE8-82AF-AD2AE20B6B14/directx_Jun2010_redist.exe

or this:
http://www.microsoft.com/downloads/en/details.aspx?FamilyID=3b170b25-abab-4bc3-ae91-50ceb6d8fa8d&displaylang=en&pf=true

They're the offline installers.

Ping www.microsoft.com <-- type this in start>run

if it pings without errors, all is well.

Otherwise add 8.8.8.8 in your DNS settings.

Google adding DNS in your local adaptor.

Add update.microsoft.com and microsoft.com to your trusted sites.
