Everyone has probably had the neighbors from hell at some point or another. If you can't move or make them move at least you can cause them frustration. ITT we discuss things to do to the neighbors that will waste their time & money & inconvenience them. All while remaining anonymous.
So, far this is what I've come up with:
Puncture the tires on their vehicle with something, maybe nails or screws. They will have to buy all new tires & as an added bonus if they park a bunch of vehicles in their driveway, by damaging the the tires of the vehicle on the end, the vehicle that's boxed in can't be moved.
In the winter, toss rock salt on the icy sidewalks, making sure to get some one the neighbors yard. Salt not only destroys grass but the dirt, too. Even if they reseed it or put new sod down next spring/summer, it won't take.
Any other ideas?

Wasting good potassium permanganate.
Agreed, although it doesn't take much to dye the water purple and scare the neighbour into wasting a few thousand litres of water in the process.
I think putting rock salt on their yard would be much better. When their yard looks like shit next year, they'll keep getting HOA notices. I bet they'll spend some time trying to get grass to grow all while racking up notices from the HOA. These people are lazy as fuck so it'll be amusing to actually watch them put effort into something.

i suppose this only applies to people who have a letterbox. Makes me realise what a security breach they are in the home, someone could finger me through mine!
The dogs will not eat anything thrown over the fence & there's no way to hand feed them. My 'friend' threw 'special treats' over the fence twice & both times the dogs did not eat them. My friend had to go in the yard to retrieve the treat the second time so the neighbors didn't find it.

EDIT: There is no antidote for Sodium fluoroacetate, Vitamin K will reverse rat poison hence the reason it is a shit poison for killing dogs.
I don't think you can buy that in the U.S.
