Bypassing iTunes appstore tax

I have $10.00 in my iTunes and I was trying to purchase this app that was 9.99.
But it said insufficent because of the tax.
So I changed it to oregon.
I got 0.01 left.
so fucking pro.
Rewrite:
Alright, so I had $10.00 on my iTunes and wanted to purchase this app priced at, $9.99.
However, when purchasing, it gave me this "Insufficient credits" error. I figured it was the tax so...
I went into my settings [PI] and changed my location to a state that doesn't charge taxes. ie, Springfield, Oregon.
It worked and now I got 1¢ left.
But it said insufficent because of the tax.
So I changed it to oregon.

OP is a badass. I had no idea this would actually work, why doesn't Apple look at IP addresses in case more people dodge taxes like this?
