I can't really remember but I think Jeff Hunter made two sites Nirvana.net & Totse.com. Totse came second so it was &T.

TOTSE was started by Jeff Hunter, real name unknown (a founding member of NIRVANAnet)[1] in 1989 as a dial-up BBS originally named "& the Temple of the Screaming Electron". The original &TOTSE specialized in small text files. (Hunter had an old 8088 PC XT clone with limited hard drive space; small text files were the only data he could store in reasonable quantity.)[1]
TOTSE became available on the Internet in 1997, and the dial-up BBS system was discontinued in the spring of 1998. TOTSE was closed on January 17, 2009, after a goodbye message was posted on the front page of the website by Jeff, thanking the users for the last 20 years.[2] The IRC chat channel remains open but the site has now closed.
Jeff slapped it in front of the T because he knew that one day, some confused kid would make a thread about it and start a whole debate on why it's even there.
I remember that it was a typo now I believe. And the & symbol actually crashed the earlier site beacuse of some [insert tech knowledge here.] But I'm almost positive thats what I remember reading. After he patched the others began calling it &Totse and it stuck.
Nirvananet and the Temple of the Screaming Electron because Nirvananet was the 80's version of a site ring, meaning Nirvananet was like the mother site of 5 different sites. Totse lasted the longest out of all of them.

The & came from the dialup BBS day, being used as a standard prefix. It just stuck.
No, it was a Dialup BBS. No relation whatsoever to that site.
