Black Helicopters Over Arizona

I'm not sure if anyone will be interested in this but here goes.
Several years ago, about 7 years I believe, there was massive flooding and unusual amounts of rainfall in the southwestern US, particularly Arizona. After several days of devastation, it was declared a disaster area.
I bring this up only because on the front page of the Arizona Republic newspaper appeared a photograph of several helicopters landing. They were standard Hueys. The important thing was the caption. It said "A line of UNMARKED BLACK HELICOPTERS carrying GERMAN TROOPS arrives from Nellis Air Force Base to assist in the Arizona flood relief efforts" (Emphasis mine).
Unfortunately I didn't have any money on me to buy the paper however I resolved to commit the caption to memory. It was at a Barnes & Noble in the Chicago area and so was the AZ Republics "export" paper.
Anyway, the photograph was yanked on the very next edition of the paper although the article remained the same. There was no mention of the helicopters or the troops in the article. As I recall, there were about 11 helicopters visible in the photo so it was not an insignificant number of troops.
The questions I have are:
Why use unmarked black helicopters?
Why yank the photo yet retain the article?
Nellis AFB is a training facility so it wouldn't surprize me to have foreign nationals train here but I just thought that those who purport to say that the black helicopters are only attached to the Army's SOAR facility in KY may need to rethink their data a bit. Someone with more ability than I may want to track down a copy. As I said it was during the historic flooding about 7 years ago so it shouldn't be too hard for someone with decent internet scavenging ability.
