Approximately 400,000 copies of Schiff's books are in circulation. His best seller, "How Anyone Can Stop Paying Income Taxes," published in 1982, caused the government, in 1983, to enact laws designed to frustrate the public's ability to use the information contained in that book. That book also caused the government, in 1983, to change the Privacy Act Notice, which actually informs the public that NO ONE IS REQUIRED TO FILE INCOME TAX RETURNS. Few Americans realize that the word "income" is not even defined in the law, and that the Supreme Court defined it as a corporate profit. This means, that since individuals are not corporations, no one, by law, can have "income" that can be subject to an "income" tax. In addition, Americans are under the false impression that the income tax is imposed pursuant to the 16th Amendment.
