Uses for hemp - why it should be legal
The following gives some facts about hemp which I
agree with but as a non-voter I cannot sign petititions to put
anything on the ballot or vote. Sure I can register to vote and
sign it and vote for it but I consider doing so coercion against
society. The way I like to change society is to take whatever
action I so choose and not go to jail for doing it. I believe in
counter economic action which is intelligent discreet action. If
enough people did what they wanted, and juries failed to convict
people so charged, such unjust laws would become unenforcible. If
a law becomes unenforcible, the government will stop enforcing it
and maybe even repeal it. Prohibition was repealed not because of
passage of the anti-prohibtion amendment but rather because the
Volstead Act became unenforcible. It became unenforcible because
people who were arrested were not convicted because juries of
their peers refused to convict even in the face of evidence of
violation. Juries convicted the Volstead Act instead of the
people so charged with violation. When Hemp farmers do their
farming openly, and juries fail to convict such hemp cultivators,
marijuana prohibition will become unenforcible.
Another objection I have to this initiative is it calls for
regulation of the newly legalized hemp. I favor a free
unrestricted market so I am opposed to regulating this new area.
This is a minor objection. It would still be a relative
improvement over hemp prohibition. If you are a registered voter
and want to get this initiative on the ballot, go for it. If you
are not a registered voter, stay that way. If you are a
cultivator, keep doing it, do not wait for the initiative to
become law. Society has its voters, non-voters, economic people,
political people, we are all part of this society and we all have
the right to be master of our own lives, but not be any one
else's master. That is what I object to politics and political
people, they want to be masters of other people. Economic people
on the other hand only desire to be masters of their own lives
and nobody else's. Society will become more peaceful and
prosperous if we practice economic behavior and refrain from
political misbehavior. This intitiative replaces prohibition of
hemp to regulation of hemp. This is a movement toward economics
and in that sense it is good and I support that direction by
uploading to you the file HEMP.ZIP. I do it to stir up your
consciousness. I would prefer to go from hemp prohibion to a
totally free market in hemp and everything else, but that
requires brave people and a change of attitude on the part of
society. I will not get that free market if I keep my mouth shut,
so I write this to stir you to action. I want to be a good spoon.

The re-introduction of the hemp industry into the state of
California will create thousands of new jobs, add billions of
dollars to the state economy and aid in restoring ecological
balance to California's once pristine environment.
The California hemp industry modernized soon after the
twentieth century began. Large efficient hemp-breaking machines
were used to separate the valuable fiber for bailing and shipment
to textile manufacturing plants. In 1915, one of the last years
crop production reports were available, the Rio Vista and
Stockton hemp farming regions grew 1400 tons of fiber. An
estimated 7,000 tons of hemp pulp remained unused in the fields
after the harvest. Since that time science, through chemical
engineering, has come up with thousands of useful products and
applications where hemp pulp would be a safe, versatile and ideal
raw resource.
During that same period at the turn of the century medicines
extracted from the hemp plant were routinely prescribed by
doctors for a host of ailments. Doctors referred to these useful
hemp medicines as Cannabis extracts. Cannabis hemp medicinal ext
racts were among the three most widely prescribed preparations
for the relief of pain until the discovery of aspirin. In fact
anyone suffering from paid could purchase cannabis hemp as an
unprocessed herb from the local pharmacy without a prescription.
The California Hemp Initiative (CHI) was written by a
coalition of Californians determined to repeal marijuana
prohibition and restore hemp to its rightful and traditional
place in the state's commerce. This restoration will be a
tremendous boost to our troubled economy.
CHI will restore the hemp fiber and textile industry to
California. This is the sensible alternative to several economic
and environmental problems facing this State. California forests
have been exploited and overcropped to meet the ever increasing
demands for lumber and paper. All pressed board and paper
products can be made using hemp fiber and pulp instead of wood.
And little or no toxic chemicals are needed to make hemp paper
products. This fact alone would eliminate the majority of
pollutants discharged from pulp mills when hemp is the raw
resource.
Hemp is the only resource that can save jobs in the Northern
California timber regions. Hemp grows well in those counties and
can supply all existing pulp mills. Hemp can meet the demand for
all wood products except form lumber.
Environment: Hemp is the ideal fiber crop to use in rotation
with cotton. California's cotton industry is located in the San
Joaquin Valley. The water table there has become polluted from
decades of pesticide application. Over half of all toxic
pesticides used on farmland in the US are used on cotton crops. Each
of California's now famous "cancer cluster" communities is
surrounded by cotton fields.
Cotton is so hard on the soil that it cannot be grown more
than a few consecutive years before the land must be allowed to
recover. During this recovery period food crops cannot be grown
on that land because of the high level of pesticide
concentrations in the soil. Pesticides are not necessary to
produce a healthy hemp crop.
As public concern about agricultural use of defoliants
increases, hemp's ability to choke out weeds will be another
great economic and health advantage to farmers.
Where wild fires have scorched the land and subsequent
rainfall brings the danger of landslides and flooding, hemp will
again be available for re-seeding. Hemp will provide the same
fast growth and root penetration advantages over rye and barley
grasses that made hemp California's choice for erosion control
until 1915.
Clean Energy: Hemp's potential as a clean renewable resource
for energy production will best be realized on California's
marginal agricultural lands which are not capable of producing
her priced products such as fresh produce and paper and textile
fibers. Thus CHI will enable California to lead the nation in
developing bio-mass conversion facilities. The superior growth
and adaptability characteristics of hemp make it the only
economically feasible crop to supply all our nation's energy
needs-once the remaining states follow California's model
legislation and resulting economic growth. Until that time
California will receive another economic boost as the forerunner
of clean, renewable domestic energy production. Long term
benefits will be reduction of acid rain, reversal of the
greenhouse effect and an energy independent nation.
California's poultry industry will benefit from hemp
products for nutritional use. Hemp seed has traditionally been
praised as the highest quality bird food. Large scale meal and
egg production techniques impair weight gain and egg production,
resulting in the industry's widespread use of hormone additives
in poultry feed. Hemp seed's complete protein and high oil
content are eagerly devoured by birds, resulting in fast growth
and increased production without artificial additives.
CHI will restore cannabis hemp medicines to the list of
available pharmaceutical preparation in California. Persons
suffering from serious ailments that are currently treated with
dangerous and toxic drugs will have the opportunity under a
doctors care of choosing hemp medicinal preparations as an
alternate and safe adjunct to treatment of many debilitating
diseases such as asthma, glaucoma, epilepsy, parkinson's disease,
multiple sclerosis, chemotherapy weight loss and anorexia.
Persons suffering from common, though not life threatening,
ailments such as headache, cold and flu symptoms, nausea, cramps,
PMS(ask Queen Victoria) and general aches and pains, will have
the opportunity to choose safer over-the-counter hemp herbal
preparations instead of synthetic non-prescription remedies with
dubious side effects.
The restoration of hemp medicines is a compassionate and
humanitarian act intended to help alleviate human suffering. The
production and dispensing of hemp medicines in California will
add jobs and income directly to the state. These medicines will
compete with other medications, but since hemp medicines will be
produced and utilized within California state borders revenues
generated from them will stay in the state.
Since hemp medicines are herbal preparations and natural
extracts, prescription costs will be far lower than synthetic
pharmaceuticals and medications derived from exotic sources. The
millions of dollars saved at the pharmacy will help reduce the
soaring costs of health care in California.
In addition to its curative powers hemp imparts a mild and
harmless intoxication. While marijuana prohibition has succeeded
in wiping out hemp industrial and medicinal applications,
marijuana prohibition has utterly failed to eradicate the use of
hemp for intoxication.
CHI calls for the regulation of hemp intoxicating products.
This type of regulation will be carried out using California's
traditional wine industry as the model or template of
application. Any person 21 years of age or older will be allowed
to produce for personal use in private 100 ounces of cured hemp
flowers or leaves annually. No permit or taxation will be imposed
at this level of production. Any amount above this will be taxed
and licensed the same as dry wine.
Persons wishing to become commercial produces of hemp
intoxicating products will be licensed to operate plantations
with curing and packaging facilities, much like estate vineyards
with wineries. Retail sales will be permitted in tasting rooms on
the plantation premises. All other commercial distribution and
wholesale and retail sales will require licensing as in the
California wine industry.
Despite marijuana prohibition, during the 1980's California
became the largest producer of hemp intoxicating products in the
USA. Marijuana was the no. 1 agricultural state. Prohibition
actually prohibited the State of California from enjoying any
revenue from this lucrative industry. Instead state funds were
wasted in the futile attempt to enforce marijuana prohibition.
CHI regulations allowing the production and sales of hemp
intoxicating products will create thousands of jobs, further
expanding the tax base in California State and local law
enforcement agencies, courts and jails will have more funds, time
and space to deal with violent criminals when marijuana
prohibition is ended.
Section IX of the initiative, "Purpose of Act: Construction"
is taken directly from legislation repealing alcohol prohibition.
CHI simply substitutes the word "hemp" for "alcohol" and adds the
phrase "and the environment" in the first sentence.
The California Hemp Initiative means more good jobs and
increased incomes for the people and State of California as well
as a change in direction toward ecologically sustainable resource
management in our State.
CHI will become reality with your help:

county. The signature gathering blitz will start March 1, 1991,
and continue non-stop until we have gathered 500,000 signatures.
