misc.activism.militia charter


The following is an excerpt from the 3rd misc.activism.militia
Request For Discussion, which was posted by Mike Chapman
([email protected]) on 13 Feb 1995 to rec.guns.

I have updated the moderator address from the original version's
"activism-militia-submissions@dale.dircon.co.uk", which is incorrect,
to "activism-militia@dale.dircon.co.uk", which I believe to be
correct.

this newsgroup; only automated moderation, to reject crossposting.

CHARTER

The misc.activism.militia newsgroup will be open to discussion on
all aspects of organized and disorganized civilian firearms ownership
for the purposes of ensuring domestic tranquility and the protection
of the civil rights of all people. This includes information on
training, organization, gunsmithing, purchasing and selling weapons
and ammunition and any other issues relevant to militias. Also
included are any community-oriented volunteer policing activities.

Misc.activism.militia will be a moderated newsgroup for the purpose of
preventing any cross-posting whatsoever. The automated moderator,
activism-militia@dale.dircon.co.uk, will reject any cross-posted
material (notifying the sender of the rejection) but will not
otherwise restrict the content of posts. Also, messages cross-posted
to news.announce.newgroups will be allowed. Modifications to this
moderation scheme would require a change in charter and therefore an
official RFD and CFV.

This newsgroup is not for discussion of the politics of
gun ownership and use in general; any such posts should be
directed to talk.politics.guns. All discussions on recreational
uses of firearms, and firearms in general, belong in rec.guns.

Also, messages carrying out transactions or other material
that may be in violation of any law should never be sent on USENET,
as this brings risk of prosecution and harassment to all the
organizations responsible for its distribution. This includes, but
is not limited to, illegal firearms or ammunition transactions,
threats of death or bodily harm, murder contracts, plots to
overthrow legitimate governments, and restricted distribution
information or data which you do not have permission to
distribute. If it is your intent to do any of the above,
misc.activism.militia is an inappropriate forum.

Since the moderation scheme does not restrict message content, it is
the responsibility of every participant to ensure the suitability
of his contribution.

RATIONALE

The current gun-related newsgroups do not suitably address the needs
of militiamen. Talk.politics.guns is flooded with political and
otherwise irrelevant debate. While rec.guns provides a friendly
environment for firearms owners, the moderation prevents anonymous
posting and heavily restricts content, length and direction of
conversations. Further, rec.guns is not designed for the culture
of citizen soldiers, but rather for all gun owners, such as hunters,
policemen, and mercenaries. This may discourage some from openly
sharing their opinions and information and does not contribute to the
strengthening of the militia culture.

On January 14, 1994, 115 of the 1299 active articles on talk.politics.guns
at murdoch.acc.virginia.edu contained the word militia. On
misc.survivalism, 13 of the 281 articles also contained the word.
On rec.guns, however, only 8 of 1271 contained militia. This is not
a direct representation of how many of these posts would be under
charter for misc.activism.militia, but an indication that discussion
on the subject is occurring, and could be somewhat redirected to
a more specific location.

The newsgroup misc.activism.militia would provide an environment for the
coordination of the militia movement throughout the world, with
political information, propaganda and important news. This movement
is exploding, and will continue to grow as some governments become
more and more restrictive. This is clearly a case of social activism,
ideally suited for the misc.activism hierarchy, along with
misc.activism.progressive.

The moderation of this newsgroup is designed to prevent massive
cross-posted flamewars that might occur. No further moderation
is included in this proposal because of the possibility of
censorship. It is necessary to ensure that even dissenting
opinions are expressed and that no single person or small
group of people controls the content of misc.activism.militia.
