OUR COUNTRY IS RIPE FOR REVOLUTION

Our country lives under the hidden occupation of imperialism, with the USA at its head. It is a neo-colonial country that is dominated by a distorted capitalist structure. Under the extreme exploitation of imperialism and its collaborators all roads towards social development are barred and our people are condemned to live under a regime of oppression, terror and poverty. Imperialism is linked by thousand ties to the collaboration of the monopolist bourgeoisie, the feudal landlords and the usurious merchants who collectively compose the oligarchic structure which holds state power and which represses popular opposition by force to maintain its sovereignty. The state structure established by this oligarchy is fascist in character from top to bottom. The fascist state army, police and other special bodies act as the watchdogs of imperialism and keep our country under occupation in the name of imperialism. The internal dynamics of this capitalist structure, distorted towards this imperialist exploitation. Lack the ability to generate development and instead bring about periodic national crises. Under these conditions, the ruling oligarchy is again and again thrown into situations which it cannot control, while the popular masses ate tossed about by uncertainties.

Today our country is experiencing the complete decay of the distorted politics, morals and economy of the exploitative system set up by world imperialism and its local collaborators. In order to hinder the developing popular opposition and revolutionary struggle, the ruling classes are resorting to policies of terror and massacre scarcely seen in the world. Every day, dozens of revolutionaries and patriots are murdered by fascist state forces, while in the mountains. In the cities and in the ongoing blood bath in the torture chambers practically unheard of crimes crowded in upon each other. Villages and forests are razed, thousands of peasants are driven off their lands and out of their homes and rounded up in concentration camps. Almost every day, the state clamps down on unions, workers associations. Publishers and the press, ransacking their offices and torturing those who are arrested. The thousands of revolutionaries and patriots who are condemned to state dungeons are subjected to constant abuse and torture. At the same time, almost every day representatives of the ruling class find themselves embroiled in yet another corruption scandal, outrage against public morals or sordid bribery incident. All too many of the highest authorities in the state, including the Prime Minister and the President are hand in glove with the Mafia bosses, and up to their necks in bribery and corruption. In short, every aspect of this society is rotten, and the social order is in its death- throes. Our country is quite simply on the eve of a revolution. The popular masses are demanding a stop to this barbarity and searching for a new way of liberation, a new way of hope. The name of this hope is the DHKP-C (Revolutionary People's Liberation Party and its Front).

WE WILL MAKE AN END OF THIS HISTORY BY RELYING ON OUR PEOPLE

Our Party recognizes that neither rebelling against exploitation and tyranny nor struggling for democracy, freedom and justice is merely a right. It is a sacred duty. There is no alternative but to destroy by force the state which is ruled by fascist terror and armed force. Today, our party is waging a guerrilla war in our countryside and in our cities, with the perspective of a united Revolutionary War. The current stage of this guerrilla war is a vanguard conflict, the first phase of the people's war led by the Armed Propaganda Units together with the Revolutionary People's Liberation Front, under the command of our Party. This vanguard conflict has a number of important goals.

First, it must lay low the politics of fascism and destroy the enemy physically and psychologically, exposing him mercilessly. Then, it must develop our people's revolutionary dynamism, ensuring that it understands its own interests and acts upon them with its full strength. Finally, it must ensure that our Party develops as a centre of attraction, bringing the working masses under the banner of the Front and the Party and forging them into a guerilla army.

WE HAVE BUILT OUR PARTY THROUGH STUGGLE

WE WILL COME TO VICTORY THROUGH STRUGGLE

We are the liberation movement of the Turks, the Kurds, the Arabs, the Circassians, the Laz, the Georgians - of the working people of all the national communities of Turkey and Kurdistan. We are not a party built by deals in smoke-filled rooms or political horse trading. We were born in battle, on the field of battle. All the peoples of Turkey and of the world are witness to how and why we have fought. For the 16 years during which we waged war under the banner of Devrimci Sol we have been a beacon of hope and a pillar of justice. We have been the voice of freedom, raised in anger against exploitation, injustice and fascism. We were the resistance in the dungeons of the coup of 12 September 1980. We have passed through the hoops of fire of tortures and massacres. We have emerged from every test of our strength more steadfast than before. We have made known our beliefs, our indissoluble links with the people and our undying commitment to our cause by writing them in blood on the walls. We have lost many martyrs, and we have written many names in the annals of heroism. Despite all attempts to hinder us, we have raised our armed guerrilla units in the countryside and in the cities, and have created a popular movement which is organized on every level. We have grown, we have developed, we have become experienced. And we have founded our Party. We have built our Party through struggle, we will come to victory through struggle. Uniting the people under the banner of our Party, we will wage this war with ever greater strength until we bring them to final victory. Our Party s Ultimate Goa!: Our Party is a Marxist- Leninist Party. Its ultimate goal is the foundation of a society without classes or exploitation.

What Kind of Revolution Do We Want Today: Our revolution will have an anti imperialist and anti-oligarchical character. Our current goal is the Revolutionary Popular Rule, which brings together all popular forces under the hegemony of the working class in opposition to imperialism and oligarchy. The Revolutionary Popular Rule is a form of state power which aims to bring about independence, democracy and undiluted socialism.

The Way to Liberation: Our party believes that the rule of imperialism and oligarchy can be overthrown and the people's liberation brought about only by armed struggle. Our Party's strategy, the Strategy of the People's War, draws its strength directly from working people. In the conditions which prevail in our country, this strategy of People's War has certain advantages over a traditional strategy, and it leads to ultimate victory through a succession of stages. Our strategy does not follow the classic model in which forces in the countryside surround the cities -rather it adopts a perspective of a United Revolutionary War involving both the cities and the countryside at once. The first phase of our war will be a vanguard struggle, build on the basis of armed propaganda. Growing out of the vanguard struggle will come a guerrilla war, in which the guerrilla army will grow and spread out across the country. This emerging force will link in with people's movements and local rebellions to forge a people's army, and the people's army will eventually raise an shout rebellion which will bring down the oligarchic state and lead to the ultimate victory in which the Revolutionary People's Power will be established. Our Party designates this popular rule particular form of revolutionary struggle, particular to our country, as a Strategy of Politicised Military War. At the same time as waging this struggle, other battles are fought, to win for the popular masses their everyday, democratic rights and demands. All of these are included in our strategy. Through this strategy, our Party continues to raise the struggle, in the full knowledge that ultimate victory is impossible without waging relentless war against every force which opposes revolution and socialism.

The Classes and Layers of the People Who have an interest in Our Revolution are: The working class of the Kurdish nation and of all other national groups in our country, the poor and middle peasants, all working people, the small producers in the countryside and in the towns, small tradesmen, artisans, public officials, students, intellectuals, and everyone who has not lost his national values, who longs to live in a country which is independent among people who are free, who opposes exploitation and tyranny. in its struggle to bring about the Revolutionary People's power Our Party relies on these forces.

External Forces Supporting the Revolution: Our revolution is at once a Middle Eastern, a West Asian and a Balkan revolution. The working people of these regions and the proletariat of the rest of the world, revolutionary- democratic forces. social liberation struggles and socialist movements dedicated to the destruction of revisionism are all comrades and allies of our revolution.

THE DUTIES OF THE REVOLUTIONARY PEOPLE'S POWER

Political:

Abolishing every organ and institution of the oligarchy's fascist state machine and allowing the people to rule themselves at every level, choosing, supervising and recalling their representatives, founding a new kind of state on the basis of People's Democracy.

Removing every obstacle which stands in the way of the people organizing its own forces on the professional, cultural, social and political level. Punishing torturers, tyrants, exploiters, counter-revolutionaries and allowing no freedom of action to enemies of the revolution. Destroying the old fascist army and all other security forces and arming the people to build a new Revolutionary People's Army. Breaking off all international links set up by the exploiting classes and following an internationalist policy of solidarity and the brotherhood of peoples. Abandoning unprincipled, opportunist policies and adopting a policy of unconditional and unreserved support for all the socialist and anti imperialist popular movements in the world. Allowing the Kurdish nation to exercise its national identity freely, determining its own destiny and development. Abolishing the old judicial system and founded a democratic justice system based on popular participation.

Economic

The basic economic goal of our revolution is to end the rule of imperialism and oligarchy and to harness the nation's resources for the welfare of the people. All the assets of the imperialists and oligarchy will be nationalized. All links with organs of imperialist exploitation will be cut off and all outstanding debts with them will be unilaterally cancelled. The supervision of the nationalized economic units will be placed in the hands of the proletariat. Small-scale production will be streamlined to the requirements of the planned economy. External trade will be under the supervision of people's power. Production will be planned to give priority to heavy industry and to ensure the happiness and welfare of the people. The character of socialism will be stamped firmly on every aspect of economic life during this process. All land will be nationalized. Large estates will be expropriated and every vestige of feudalism, sharecropping and tenancy will be abolished. The capitalist agribusiness will be expropriated and placed under rural proletarian supervision. Landless peasants will be given plots, debts to exploiters will be wiped out and a wide ranging land reform will aim at collectivising, productivising and assisting the national economy. All resources both above and below ground will be placed under the supervision of Revolutionary People's Power.

The despoiling of our country's natural beauty will be stopped and programmes to protect it will be advanced.

Social:

Employers' Unions and Associations will be banned and lockouts will be made illegal. The proletariat will direct and supervise the production and distribution of all places of production. The rights to strike, job security and a fair wage will be assured.

Every step will be taken to ensure that nothing stands in the way of the workers in their bid to end exploitation.

Support will be given to the urban and rural small producers, to those intellectuals who are of practical use to the people and to the self- employed.

Every step will be taken to ensure that in politics, in production, and in education, the youth which represents our society's future will grow up to be productive, dynamic, patriotic and internationalist revolutionaries. We will end women's status as second-class citizens, unwaged house slaves, sexual commodities, and advertising fodder. We will fight against all opinions and traditional links which hinder the liberation and development of women, and will support the organization and the struggle of women. The old education system will be abolished and replaced by a democratic, free, universal system which supports production. An education policy which accelerates social and political development and aims to create socialist individuals with be followed. The universities will flourish as cities of each science and culture, and they will be reorganized on an open and democratic basis. No sacrifice will be spared to solve the people s health problems. Health services will be reconstructed on a basis which is free, universal and geared to the real health needs of the people.

Sports and cultural activities will be socialized, and all habits and traditions which have arisen under imperialism and its exploitation will be eradicated.

The people's religious beliefs will be respected, but all organizations seeking to harness these beliefs against the revolution will be closed down.

The memory of our revolution's martyrs will live with us always and the immortal value of their self-sacrifice and courage will be preserved in the people's consciousness forever. Future generations will be raised in an understanding of the respect due to the martyrs who have fallen in the struggle. The families and children of martyrs will be the responsibility of the Revolutionary People's Power and all necessary measures will be taken to ensure their quality of life.
