Why when I click on team speak does my browser say "Oops! Google Chrome could not connect to ts84.light-speed.com:4723"

We need to correct the URL and you need to have the TeamSpeak 3 client installed on your system. For now just download and install the correct TeamSpeak 3 client for your operating system and connect directly with the client to ts84.light-speed.com:4723
